Get your first paper before building a University
Start with exploration in the Volcano. Research Paper is listed among that region’s exploration rewards, and a player reported finding a first paper in a volcanic dungeon chest.
That is a possible source, not a guarantee for the next chest you open. Version 0.26.1 changed dungeon loot tables, and old worlds do not automatically gain the new dungeons. Do not plan a guaranteed paper farm around an older chest location or drop percentage.
Other listed sources include Great Phoenix of Arabia and Talos Prototype. Do not rely on a fixed number of papers from every encounter.
Unlock ongoing production
Complete Significant Pursuit using Research Paper and Traveler’s Coin to unlock the University. The listed construction cost is:

Assign a Philosopher and select the Research Paper work order. It lists 2 papers per batch. Supply the ingredients shown in the work order before setting up a supply chain.
Spend paper where you need it
The Trading Post research costs 30 Research Paper. The Concrete Mixer research costs 20. These are separate unlocks, so choose the production problem you need to solve next.
